Is it permissible to change the designated recipient of a vow (nadhr) from the poor and needy in the country of an untrustworthy person to the poor and needy in the country of the questioner?

A Muslim should not succumb to others' insistence on making a vow, as it is not recommended according to the most preponderant opinion. If one vows a percentage of their salary to the needy, they must fulfill it, and it is not permissible to change or alter it. Designating the poor of a specific country is not a condition; rather, it is sufficient to give the amount to any needy Muslim.
