Is it permissible to request divorce (talaq) or annulment (khul’) before consummating the marriage, due to the husband’s repeated procrastination in setting a wedding date, his lack of interest, and the feeling of being disdained by him? And will I incur sin by requesting that?

A husband does not have the right to delay consummating the marriage with his wife without a valid excuse. In this situation, he must spend on her in a reasonable manner. If he refuses to take her in without an excuse and the wife is harmed, she has the right to seek divorce (talaq) or khul'. The warnings mentioned in the hadiths that condemn a woman's request for divorce do not apply to her if there is a legitimate reason for it. It is advisable not to rush into seeking a divorce and to communicate with the husband to understand the reasons for his delay, and to be patient if he has an excuse. Otherwise, there is no sin in seeking a divorce if the harm becomes prolonged.
