It is impermissible to seek divorce (talaq) or annulment (khul') without a valid legal (Shar'i) excuse, due to the narrations that prohibit it. However, it is permissible to postpone the wedding for a period commonly accepted among people. If the postponement exceeds the norm without an excuse, or if there is negligence, or if the the husband is not serious about completing the marriage, then it becomes permissible for the woman to seek divorce or annulment, even if it means waiving the mahr (dower).
