Can the evil eye be the cause of early despair and inability to conceive, and should the suitor be informed of this, and is there a cure for this condition?

We have no definitive proof that the evil eye is the cause of what has afflicted the questioner. It is possible to seek treatment from the medical consultation section, as texts have indicated the possibility of treating all diseases, except for what has been exempted. Among these are the words of the Prophet, peace and blessings be upon him: "Allah, the Exalted and Glorious, has not sent down any disease but that He has also sent down its cure; some know it and some do not." And his words, peace and blessings be upon him: "You should use this black seed, for indeed it contains a cure for every disease except death."

As for informing the suitor about infertility, it is a matter of disagreement among scholars. The majority of jurists do not obligate informing about it except in specific defects. Some, like Ibn al-Qayyim, hold the view that it is obligatory to inform about every defect that prevents the achievement of the purpose of marriage, which is mercy and affection. This is the view that Ibn 'Uthaymeen deemed correct. Imam Ahmad also indicated the desirability for a man to inform his wife about his infertility so as not to deceive her.
