Is it permissible to treat some physical ailments by individuals who move their hands over the patient's body without touching it, recite the Mu'awwidhatayn, and claim to possess electricity in their bodies?

Treatment by rotating the hand over the body without touching it has not been heard of. It is advised not to seek treatment from practitioners using this method for fear that they might be sorcerers. This method is not a known medical treatment, nor is it among the legitimate treatments derived from the guidance of the Prophet, peace and blessings be upon him, and the righteous predecessors. Reciting the Mu'awwidhat alone is not sufficient, as the practitioner might mix other hidden matters with it.
