What is the ruling on lying in politics for the sake of Islam's benefit?

Lying is forbidden, but some cases of necessity or overriding interest may permit it, such as reconciling people, in war, a man's conversation with his wife, and a woman's conversation with her husband. Scholars have differed regarding the meaning of permissible lying here. Some have allowed explicit lying for a greater good, while others have held that what is meant is dissimulation (tawriyah) and the use of ambiguous expressions (ma'arid) rather than explicit lying.
