Ruqyah with the Quran—especially Surah Al-Baqarah—is beneficial, by Allah's will. It expels Satan and prevents the effect of magic. This is indicated by the Prophet's (peace be upon him) saying: "Recite Surah Al-Baqarah, for taking it is a blessing, and leaving it is regret, and the Batalah (sorcerers) cannot withstand it." (Narrated by Muslim). "Al-Batalah" refers to sorcerers. And in the Hadith: "Indeed, Satan flees from the house in which Surah Al-Baqarah is recited." (Narrated by Muslim). As for the appearance of bruises being an indication of being afflicted by the evil eye, we do not know of anything concerning that.
