Tahir ibn Ashour stated that the verse, "He grants wisdom to whom He wills..." is an interjection and a coda to the admonitions and etiquette contained in the verses about spending (in charity), meant to alert those who act upon them to the preciousness of what Allah has enjoined upon them, and that they have become wise after their ignorance. Fakhr al-Din al-Razi also pointed out that preferring the promise of the Most Merciful over the promise of Satan is based on wisdom and intellect, whereas preferring the promise of Satan is based on carnal desire and sensation.
