Reliance on Allah does not mean abandoning means, but rather striving while trusting that Allah provides for those who strive. If a person exerts their utmost effort and does not obtain what suffices them, they must submit to divine decree and continue working, for Allah expands provisions for whom He wills and restricts them. Every person will receive their destined provisions, and their duty is to exert appropriate means according to their capacity and ability.
