Is it permissible to hold Friday prayers in refugee camps?

Those residing in camps must establish the Friday prayer if they have lost hope of returning to their homelands and have decided to settle. However, if they still hope to return or have not decided to settle, the Friday prayer is not obligatory upon them individually, unless there is a sufficient number of settlers with them to establish the Friday prayer. If the Friday prayer is established by the local inhabitants in a nearby place, then they are obligated to attend.
