Is it permissible for us as a community to sue a man who repeatedly marries off his daughter to collect money, knowing that these marriages are short-lived and do not last, and that he refuses to marry her to men from her own town, forcing her into these repeated marriages, and squandering the money on his whims?

A father who forces his daughter to marry or divorce is sinful, unjust, aggressive against her rights, and betraying a trust, for the Prophet, peace and blessings be upon him, said: "There is no servant whom Allah entrusts with a flock, and he dies while he was deceptive to his flock, except that Allah will forbid Paradise for him."

It is not permissible to force a girl to marry someone she does not desire. If she is coerced, she has the right to bring her case before a judge to annul the marriage, for a virgin is asked for her permission, and her silence is her permission, as mentioned by Ibn al-Qayyim.

Likewise, it is not permissible for a father to force his daughter to seek a divorce or to divorce her, for divorce is the right of the husband alone, as the Prophet, peace and blessings be upon him, said: "Indeed, divorce belongs to him who grasps the leg."

The daughter must bring her case before the ruler to remove the injustice from her and to punish the father. If she does not do so, then whoever knows of this must bring the matter before the judge and the competent authorities as an act of changing evil.
