Is hunting permissible in Islam, what are its conditions, and is it permissible to hunt secretly if it is prohibited by the state?

The general rule is that land hunting is permissible, except for someone in a state of ihram for Hajj or Umrah, or someone within the boundaries of the Haram (sacred precinct). Sea hunting is permissible for both those in ihram and those not.

Conditions for the hunter: The hunter must be sane, discerning, in a state of ihlal (not in ihram), someone whose slaughtered animal is permissible (a Muslim or a person of the Book), and they must pronounce the name of Allah at the moment of dispatching (the hunting animal) or shooting (the arrow), intending to hunt what is permissible to hunt.

Conditions for the hunted animal: It must be an animal whose meat is permissible to eat, wild, and difficult for humans to catch. It must not be from the game of the Haram, and it must not disappear from the hunter for a long time while the hunter neglects to pursue it. If a limb is severed from a hunted animal and the animal remains alive, the severed limb is forbidden, and the animal from which it was severed must be ritually slaughtered (tadhkiyah).

Hunting tools are of two types: an inanimate tool and an animal.

Conditions for an inanimate tool: It must be sharp and wound the game with its sharpness. Hunting with a poisoned arrow is forbidden if it is thought or certain that the poison aided in the killing.

Conditions for a predatory animal: It must be trained, it must wound the game, and it must be dispatched by a Muslim or a person of the Book, accompanied by the pronouncement of Allah's name. The animal must not engage in any other activity after being dispatched.

If someone whose hunting is permissible participates in hunting with someone whose hunting is not permissible, the game is forbidden, giving precedence to the aspect of prohibition.

If the laws of the state do not permit hunting, then hunting is not allowed, due to violating the prevailing regulations in the country.
