Is placing a phone that plays the Adhan next to socks considered mockery, after removing it from the floor due to it being considered disrespectful?

Raising a phone that contains the remembrance of Allah or the Adhan from the ground and placing it on a cabinet or table that has socks on it is not considered desecration. Rather, it may be an act of glorifying the remembrance of Allah, especially if the intention is to glorify the Adhan.
