Is a woman sinful if she wears a shoulder abaya and attracts men, and does she bear the sin of everyone she attracts, and how can she know that?

A woman incurs no sin if she adheres to what Allah has commanded her regarding modest dress and abstains from what He has forbidden her. A man, on the other hand, is obligated to lower his gaze. If either of them fails to uphold what Allah has enjoined upon them, they incur sin. As for a woman knowing that she has attracted a man, this does not entail any consequence for her if she has acted in accordance with what the Sharia has commanded her.
