What is the ruling of Islamic law regarding a manager who holds a meeting that includes men and women, then fumigates himself [with incense] and asks for the censer to be passed to the women? And is there anything in the Prophetic traditions that permits or forbids this action?

There is no objection to the manager meeting with female employees and speaking to them when necessary, provided there is no khalwa (private seclusion), safety from fitna (temptation/strife), and complete hijab. However, what the manager orders, namely giving incense to those present, is not permissible, nor is it permissible for them to use it, due to what is mentioned in the hadith concerning the prohibition of a woman going out perfumed for people to smell her scent, and the Prophet's (peace be upon him) prohibition of a woman attending the 'Isha prayer if she has used incense. This act is munkar (reprehensible) and must be denounced.
