Is it permissible to give water to neighbors from a tap belonging to the mosque and the municipality, knowing that the water is never cut off from the Imam while it is cut off from the neighbors?

The default is that the water is allocated for you, but there is no harm in giving some of it to your neighbors according to their need, provided there is no prohibition from the authorities. Anything beyond that is not permissible.
