Did Muslim scholars among the jurists, exegetes, and hadith scholars unanimously agree that verses and surahs were omitted from the Qur’an, and that the Uthmanic Mushaf is incomplete, or did they unanimously agree that the Uthmanic Mushaf contains the entire Qur’an and nothing was omitted from it? And what is the ruling on one who denies that?

If the inquirer means that Allah removed some verses of the Qur’an through abrogation (naskh), then this is correct and agreed upon, and it is indicated by His saying, the Almighty: "Whatever a verse We abrogate or cause to be forgotten, We bring forth [one] better than it or similar to it," and His saying, the Almighty: "And when We substitute a verse in place of a verse – and Allah is most knowing of what He sends down – they say, 'You are but a fabricator.' But most of them do not know."

However, if he means that something was omitted from the wording of what was not abrogated, or that some part of the Qur’an remained unwritten by the Companions, then this is false and contradicts His saying, the Almighty: "Indeed, We have sent down the Dhikr (the Qur’an) and indeed, We will be its Guardian," and whoever believes that Allah Almighty did not preserve His Book after becoming aware of the Qur'anic text is a disbeliever.
