Is a husband’s long-term abandonment of his wife and his claim of committing masturbation a reason for her to seek a divorce from him, and what should the wife do in this regard?

A stable marital life is a goal that Islam is keen on, and spouses must preserve it and fulfill each other's rights.

A wife has rights and duties, including: 1. Obeying the husband is obligatory as long as it does not involve disobedience to Allah. His obedience takes precedence over the obedience of parents. 2. Obeying the husband is a cause for marital happiness, gaining great reward, and entering Paradise. It is equivalent to striving in the way of Allah. 3. When the husband is angry, it is advisable to remain silent and not retaliate in kind, to avoid making matters worse. He can be advised and reasoned with once he calms down. 4. Attempting to remove the causes of quarrels and disputes, and avoiding what angers the husband and causes problems. 5. Taking care of oneself and one's appearance, devoting time to the husband and giving him attention. 6. It is not advisable to seek divorce as long as there is hope for reconciliation, especially after a long marriage and the presence of children. 7. Being patient with the husband and being a good wife to him, while supplicating to Allah Almighty to mend their affairs.

To the husband, we say: he must fear Allah concerning his wife, preserve the will of the Prophet (peace be upon him), and be good to his family. She has rights upon him just as he has rights upon her, as stated by Allah Almighty: "And due to them is [reciprocally] what is similar to what is expected of them, according to what is reasonable."
