What is the legal ruling regarding a contracting company establishing another fictitious subsidiary company to participate with it in government tenders that only the parent company bids for, in order to increase the profit margin and prevent the cancellation of the tender?

If the submission of bids by two companies owned by the same person is prohibited by the tendering authority, then this falls under the category of deception and fraud, which are forbidden in Islamic law. Participation in such an act is prohibited based on the Almighty’s verse: "And do not cooperate in sin and aggression." However, if the tendering authority does not consider this an issue and it causes them no harm, then there is no objection to it.
