Is it necessary for one who performed Tawaf al-Wada' (farewell circumambulation), then went to Jeddah, and returned to Makkah to collect his belongings and travel to Madinah, to repeat Tawaf al-Wada'?

The summary of the fatwa is that the Farewell circumambulation (Tawaf al-Wada') is obligatory for anyone who intends to depart Makkah, covering a distance that permits shortening prayers (qasr), even if they are residents of Makkah or came for reasons other than pilgrimage. This is the preferred view among the Shafi'is and Hanbalis. The Malikis differed, considering it recommended for anyone leaving Makkah, while the Hanafis made it obligatory only during Hajj. Therefore, the man in question should repeat the Farewell circumambulation to fulfill his obligation.
