Is it permissible to memorize the Quran without the rules of Tajweed, given the inability to learn them?

Some rules of Tajwid are obligatory to learn, while others are recommended. A significant portion of these rules can be learned through the internet and modern communication tools, which offer lessons and academic courses in Quranic Tajwid. Therefore, one should not excuse themselves by claiming there is no means to learn the minimum amount of Tajwid, given the availability of these resources.
