Is it wrong to memorize the Qur’an first and then learn the rules of Tajweed?

Do not stop memorizing; rather, combine it with learning Tajwid. Focus on reciting what you wish to memorize with correct recitation by receiving it from a female reciter [Mujawwidah] or by utilizing available resources. The Prophet, peace and blessings be upon him, used to direct his companions to learn the Quran from those who were proficient.
