Is it obligatory to learn the rules of Tajwid, and is one who neglects them considered to have left the fold of Islam, and is it permissible to delay learning them?

Tajweed ( Qura'nic elocution) is obligatory, based on Allah's saying: "And recite the Qur'an with [proper] recitation." This is achieved through practical application of its rules, even if the reciter does not know the rules of Tajweed theoretically. Not learning the rules of Tajweed does not constitute apostasy, nor is it a sin if someone else undertakes it, because it is a communal obligation (fard kifaya). However, if a Muslim needs to learn a branch of knowledge that falls under communal obligations, it then becomes an individual obligation (fard ayn) upon him. The rules of Tajweed can be learned gradually, but the Qur'an must be recited with Tajweed.
