The ruling on learning the theoretical rules of Tajweed is a communal obligation (fard kifaya), while applying them practically is an individual obligation (fard ayn). The majority of scholars hold that adhering to all the fundamental principles of Tajweed is obligatory, based on Allah’s saying: "And recite the Qur’an with a measured recitation" (Surat Al-Muzzammil, 73:4). "Tartīl" (measured recitation) here means perfecting the pronunciation of letters and knowing the proper places to pause. However, some scholars are of the view that the obligatory part of Tajweed rules is to pronounce letters from their correct articulation points without alteration; whoever fails in this sins, and whoever limits themselves to this does not sin.
