What is the ruling on applying rue oil to the face and hairline and smelling musk during Hajj for therapeutic needs related to inhaled sorcery?

We ask Allah to heal you and ease your Hajj. The ruqyah for one afflicted by magic, using the prescribed Islamic ruqyah, and treating him with what has proven beneficial, such as Sidr (lote tree leaves) and oil recited upon, is permissible and there is no harm in it. As for al-shadhdhab (rue), it is among superstitions and does not protect from the evil eye or magic. A muhrim (pilgrim in the state of ihram) is forbidden from perfume, but if necessity calls for it, or as a treatment for magic to smell perfume, then it is permissible, with the obligation of fidyah (expiation), as Al-Nawawi said: "If a muhrim needs to wear clothes due to heat or cold, or needs perfume due to illness, it is permissible for him to do so, and he must pay the fidyah. There is no disagreement on this among us."
