Is a compensatory sacrifice required of one who left Mecca after standing at Arafat and Muzdalifah, stoning Jamrat al-Aqaba, and performing the Ifadah and Farewell circumambulations, due to overcrowding and a feeling of insecurity, and then returned to complete what remained incumbent upon him?

The Tawaf Al-Ifadah is a pillar of Hajj, and the major tahallul (desacralization) is not complete without it. It is permissible to delay it and combine it with the Farewell Tawaf. Whoever has completed the rituals is not allowed to leave Mecca before the Farewell Tawaf, as it is obligatory. If one leaves before performing this tawaf, performing it afterwards will not benefit them. If someone has not completed the Tawaf Al-Ifadah and leaves Mecca for their home country for a need, then returns to complete the rituals and perform the Farewell Tawaf, this is not permissible. However, if someone leaves for a place other than their home country for a need, then returns to complete the rituals and perform the Farewell Tawaf before their departure, there is no harm in that, because they have not yet left Mecca for their homeland. Therefore, whoever leaves Mecca for their home country before the Farewell Tawaf is required to offer a dam (sacrifice).
