What is the ruling regarding someone whose mother performed Umrah on her behalf when she was a child, and then she did not complete the remaining two circuits of Sa'y after her family had cut her hair?

Scholars have differed regarding the obligation for a child to complete the ritual once they have begun it. The majority view is that it is obligatory, whereas Abu Hanifa, a view preferred by Sheikh Al-Uthaymeen, held that it is not obligatory. According to the view of the majority, the sister is still in her state of ihram and must complete the Sa'y. It is preferable to repeat the Tawaf and Sa'y to avoid the dispute concerning the condition of uninterrupted sequence between them.

As for the prohibitions of ihram, expiation (fidyah) is required for acts of destruction, such as cutting hair or clipping nails. Sheikh al-Islam Ibn Taymiyyah was of the opinion that nothing is obligatory upon one who commits a prohibited act out of ignorance.
