Is it permissible for the one offering the sacrifice to cut their hair and nails, and what are the prohibitions upon the sighting of the new moon of Dhu al-Hijjah?

If the crescent moon of Dhul-Hijjah is sighted, it becomes forbidden for anyone intending to offer a sacrifice (Udhiyah) to remove anything from their hair, nails, or skin, based on the hadith of Umm Salamah (may Allah be pleased with her) that the Prophet (peace be upon him) said: "When you see the crescent moon of Dhul-Hijjah, and one of you wishes to offer a sacrifice, then he must refrain from [touching] his hair and nails." This ruling applies generally to both men and women. It is permissible for a woman to undo her hair and wash it, and whatever falls out during that process does not cause harm, but she should not comb it. The one intending to offer a sacrifice is not prohibited from anything else, such as clothing, perfume, or marital intimacy.
