Is paying 20 dinars to someone who completes the procedures for purchasing a card instead of waiting in line considered a bribe, and is repentance permissible for it if it is?

There is no objection to taking a sum of money in exchange for obtaining a "card" if that is in return for an effort expended, without infringing on the rights of others or offering a bribe, and provided that the "card" is permissible and not forbidden. However, if the "card" is forbidden in itself, or leads to something forbidden, or was obtained through bribery or infringement on the rights of others, then it is not permissible.
