Hajj is obligatory for those who are able. And whoever is in Mecca and works during Hajj, the presumption is that he is able, due to the short distance and his lack of need for travel or a visa. He can also come to an agreement with his employer to perform the rituals.

If the employer does not permit it, then he is considered unable. The employer must allow the worker to perform Hajj, as there is a great reward in that.
