Is it permissible to marry a girl whose father has commented on her marriage and then refuses to give her in marriage after an agreement has been reached, even though the rest of the relatives have consented? And if it is permissible, is it obligatory to inform the father before the marriage or after it?

Marriage without a guardian (wali) is invalid. The father is the primary guardian. If the father prevents his daughter from marrying without a valid reason, the guardianship transfers to a more distant guardian or to the ruler (Sultan). The preferred course of action is to refer the matter to the judiciary. The maternal uncle is not among the guardians, and he is not permitted to solemnize the marriage contract unless he is appointed as an agent by the guardian or the ruler.
