The state must return what it takes from an employee's salary as a loan or a trust in a way that satisfies the employee and earns their consent, in accordance with Allah's saying: "Indeed, Allah commands you to render trusts to whom they are due" (An-Nisa: 58), and that the best of people are those who are best in paying off debts. If it takes a percentage to help in community services under certain conditions, that is permissible. But if it takes it without right, it must be returned. If the state wishes to return what it has taken through referral to trustworthy companies, it is preferable for employees to accept that.
