Is it valid to perform ablution (wudu') with a water-resistant cream or makeup on the face?

If the makeup is merely a color that does not form a layer preventing water from reaching the skin, then it is not an impediment, and ablution performed with it is valid. However, if it has a physical substance that prevents water from reaching the skin, ablution is not valid in its presence, because anything that prevents water from reaching a limb invalidates purification, whether it is a large or small amount. This is the criterion for what obstructs water from reaching the skin and what does not.
