Is it valid to perform ablution (wudu') while wearing "waterproof" makeup that does not come off except with soap, knowing that it does not form a physical barrier?

If the makeup is merely a color that does not prevent water from reaching the skin, then purification with it is valid, similar to the persistence of henna color. However, if it does prevent water from reaching the skin, then purification is not valid. The criterion is the water reaching the skin of the limb, not its permanence, and a mere color does not prevent water from reaching the skin.
