Is it valid to perform ablution while wearing waterproof cosmetics?

If cosmetics are applied after performing ablution (wudu'), there is no harm, and the prayer is valid. If they are applied before ablution and dissolve into the skin without preventing water from reaching it, there is no harm, and the ablution is valid. However, if they form an insulating layer that prevents water from reaching the parts of the body that are washed during ablution, then the ablution is not valid.
