Is it permissible to perform ablution while wearing kohl on which "waterproof" is written?

This word means that the kohl is waterproof. If it forms a layer that prevents water from reaching [the skin] and is applied to the visible skin of the eyelid, then ablution is not valid except after its removal. However, if it does not prevent water from reaching the visible skin, or if it prevents water from reaching [the skin] but is not applied to what must be washed, then it does not invalidate the ablution.
