Does applying permanent kohl invalidate ablution, knowing that it is called permanent makeup, and the intention is for the woman to appear in her best form for her fiancé?

Permanent makeup, such as kohl, if it is merely a color that does not prevent water from reaching the skin, then ablution is valid with it. However, if it has a physical mass or a thick layer, it must be removed for water to reach the limb. Sheikh Ibn Uthaymeen mentioned that what is like ink and similar colors does not prevent [water from reaching the skin], whereas what has a physical mass or a thick layer must be removed during ablution.
