Does makeup prevent water from reaching the skin, thereby affecting the validity of ablution and prayer?

If cosmetic materials are thick and prevent water from reaching the skin, they must be removed during ablution (wudu'). Otherwise, the ablution is valid. A condition for praying with them is that they must not contain any impurity (najāsa).
