What is the ruling on performing ablution (wudu) and prayer (salat) while wearing permanent (waterproof) makeup and kohl?

Makeup and kohl must be removed if they form a layer that prevents water from reaching the skin during ablution (wudu'). However, if they are merely a color without a layer, then ablution is valid with their presence, and consequently, the prayer is valid if the ablution was valid.
