Is Tawaf Al-Qudum (Arrival circumambulation) obligatory for someone who resided in Mecca for about a month before Hajj?

The majority of scholars hold that the Farewell Tawaf is a Sunnah, and no penalty is incurred for omitting it, while the Malikis and those who agree with them consider it obligatory. The Farewell Tawaf, like the salutation to the mosque (Tahiyyat al-Masjid), is not invalidated by sitting down, according to the majority of scholars. Rather, it is recommended for a Muslim to perform it upon arriving in Mecca, but it is not forfeited by delay. It is, however, forfeited by standing at Arafat or by departing from Mecca.
