Is it permissible for a girl to wear blue jeans with a loose-fitting shirt over them and a headscarf that covers the hair, knowing that there is no intention of imitating Westerners, and that she lives in a Western country?

If a woman is with her husband in a private place, she may wear whatever she wishes, as long as she does not intend to imitate men, immoral women, or disbelieving women. However, if she is with someone other than her husband, she must wear what achieves the required covering (ستر).

Pants alone do not achieve the required covering for a Muslim woman because they reveal the size of the limbs and arouse desires. Therefore, there must be a loose, concealing garment over them that covers them completely. Wearing pants without a covering was not the attire of chaste Muslim women and may indicate imitation of disbelieving or immoral women.

If the shirt over the pants is loose and covers the body, forearms, and legs, then there is no harm in wearing pants underneath it. However, if the situation is otherwise, it is not permissible to wear them in front of anyone other than the husband.

Islam's aim with the regulations on women's clothing is to protect them and preserve their dignity, not to suppress their freedom.

Living permanently in disbelieving countries is not permissible for a Muslim except out of an urgent necessity that cannot be averted except by it, due to the dangers it poses to one's religion.
