Is it permissible to advise the shaykhs who deliver lessons before the Friday sermon, prior to the adhan, despite the prohibition of that, and is the Friday prayer accepted from a khatib who smokes and lets his garments hang low, and how can one reconcile the religious obligation of raising one's garment above the ankles with avoiding people's ridicule?

Smoking is forbidden (haram), and its reprehensibility increases if the smoker is an Imam, due to its foul odor which harms the worshippers and the angels. His persistence in it removes him from probity and makes him one of the transgressors (fussaq). Praying behind a transgressor is disliked but valid. He should be advised, and if he does not respond, his matter should be raised to the responsible authorities.

As for the Imam letting his garments hang low (isbal), if it is not out of arrogance (khuyala'), the majority view that it is not forbidden. However, the preponderant opinion is that isbal is absolutely forbidden, whether it is out of arrogance or not. He should be advised not to let his garments hang low and to bear the mockery of people, clarifying that this is from the Sunnah.
