Is it permissible to resort to mediation, favoritism, or bribes to obtain a driver's license, given the prevalence of such practices? Using mediation is forbidden in matters that are impermissible شرعًا (Islamically), but permissible mediation is considered a good intercession (شفاعة حسنة) for fulfilling the needs of Muslims, as Allah Almighty says: "Whoever intercedes with a good intercession will have a share of it," and as the Prophet (peace be upon him) said: "Intercede and you will be rewarded." It is forbidden to take payment for it, as the Prophet (peace be upon him) said: "Whoever intercedes for his brother with an intercession and is given a gift for it, and he accepts it, has approached a great door from the doors of usury (riba)." Mediation is not permissible to obtain a license without deserving it. However, if a person is deserving but cannot obtain it except through mediation, then the mediator is considered a doer of good. Bribery and favoritism are forbidden and corruptive to society. The saying "equality in injustice is justice" is false and contradicts reason and the objectives of Islamic law (Sharia), for Sharia came to achieve benefits and reduce harms. "What cannot be attained completely should not be abandoned completely," and "So fear Allah as much as you are able."
