What is the ruling on occasionally practicing masturbation while maintaining prayer?

Masturbation is forbidden, and one must stop it, repent, seek forgiveness, and perform many acts of obedience. If semen is discharged during the practice, ghusl (ritual bath) is obligatory. If madhy (pre-seminal fluid) is discharged, then one must wash the penis and whatever it has touched. Prayer prohibits indecency and evil.
