What is the interpretation of verses (10-11) from Surat Nuh, and what is the reason for not being certain about the answer to supplication?

The two verses indicate that seeking forgiveness for sins, repenting from disbelief, are among the greatest causes for the descent and continuity of rain, the increase in wealth and children, and the abundance of gardens and rivers. Allah Almighty forgives those who repent, and whoever repents to Him, He accepts their repentance, and He multiplies their provisions in this world along with their ample share in the Hereafter.
