What is the ruling on submitting a request for financial support for a graduation project that does not require such support, based on the supervisor's request, who will then transfer the amount to other students, knowing that refusing this may lead to a deduction of grades or the need to find another supervisor, and does the ruling differ if the supervisor compels the student to use an application form that includes false information about the project's needs?

The fundamental principle concerning begging is that it is condemned and forbidden, except in cases of necessity. There are indeed Hadiths that warn against asking people for money if one possesses what suffices them. Begging is permissible only for three types of individuals: one who has taken on a significant financial responsibility (hamalah), one whose wealth has been destroyed by a calamity, or one who has been struck by severe poverty, attested to by the wise people of their community.

If the supervisor insists on requesting support for the graduation project, and the inquirer fears harm from not complying, then they should write the project's reality in a way that does not indicate need. If money comes, it should be given to someone who has a project but lacks funds. If forced to declare need, then one should intend to take the money to give it to those in need. Imam Ahmad permitted asking on behalf of others.

If it is possible to write the actual situation, that is the most appropriate course of action. If forced into a formulation that contradicts reality, there is no sin upon them, and the sin falls upon the one who coerced them. If support comes to them, they should offer it to their needy colleagues. If the support is received by those who are oppressive towards them, there is no sin upon them, and the sin falls upon the oppressors.
