1. Is it permissible to give expiation (kaffara) to municipal workers, and if not, should it be deposited into a charity (sadaqa) or zakat account? 2. The recipients of expiation (kaffarah) are the poor and the needy, whether they are working or not. It is not permissible to give expiation to the wealthy. It is not permissible to deposit expiation into a general charity or Zakat account, because paying it in cash is a matter of dispute, and it might be disbursed to those who are not eligible. However, if those in charge of the account are trustworthy, they can be entrusted with disbursing it, provided it is specified that it is an expiation. Reciting the same Surah in both rak'ahs is permissible. The statement "I do not fear Allah regarding the aforementioned person" is not an act of apostasy if there was no intention of mockery and if what was done was not a sin. However, it should not be said. But if what was done was a sin, and the statement "Do you not fear Allah concerning me?" was directed at him, and he replied, "No," then the speaker may apostatize if he was acting voluntarily and was aware, unless he intended to belittle it. And it is incumbent upon the one who utters such a statement to consult scholars or judges.
