Why do Fatwa No. 97102 and Fatwa No. 13587 contradict each other regarding a person in a state of major ritual impurity (junub) reciting the Qur'an before sleeping, such as Al-Fatiha, Ayatul-Kursi, Surat Al-Ikhlas, and Al-Mu'awwidhatayn?

A person in a state of major ritual impurity (junub) is not permitted to recite the Qur’an. An exception to this is the recitation of certain verses and short surahs for ruqyah (exorcism/healing), seeking refuge, or deriving a ruling, such as Ayat al-Kursi, the Mu'awwidhatayn (Surahs Al-Falaq and An-Nas), and similar recitations for seeking refuge, like ruqyah and deriving rulings.
