As for man-made laws that contradict Islamic law, it is forbidden to work with them. Al-Shanqeeti, in "Adwa' al-Bayan," clarified the difference between the two types of man-made law:
1. Administrative System: This refers to what is intended to regulate and perfect affairs in a manner that does not contradict Islamic law. This is permissible and there is no objection to it. Umar ibn al-Khattab, may Allah be pleased with him, implemented matters that were not present during the time of the Prophet, peace be upon him, such as recording the names of soldiers and establishing prisons. These were administrative matters aimed at perfecting and organizing public works and interests.
2. Legal System that Contradicts Allah's Legislation: This refers to the application of man-made laws that contradict Allah's rulings on inheritance, polygyny, divorce, and punishments (hudud). Applying this type of system is disbelief in Allah and rebellion against His law, because Allah is the sole Legislator, and it is not permissible for anyone to legislate what Allah has not permitted.
Therefore, if the required work pertains to organizing and regulating affairs in a manner that does not contradict Islamic law, then it is permissible. Otherwise, it is not permissible to work with it.
