A woman must wear clothing that covers her entire body with a loose, opaque garment that is neither sheer nor form-fitting. The jilbab must be long enough to cover the tops of the feet, based on the hadith: "Whoever drags his garment out of pride, Allah will not look at him on the Day of Resurrection." Umm Salamah then asked, "What should women do with their hems?" He said, "They should lower it a handspan." She said, "Then their feet will be uncovered." He said, "Then they should lower it a cubit and no more."

It is advised to move to another city where you can live a normal life, wear your lawful hijab, and complete your education. For when a Muslim is unable to openly practice the rituals of their religion, they must relocate.

If relocation is difficult and there is hope of avoiding harm, then if a woman wears a jilbab that covers most of her body with loose trousers underneath, it is hoped that this will be sufficient. The scholars of the Permanent Committee were asked: "What are the conditions of the hijab? Must the jilbab be one piece, or can it be two pieces? And if it is two pieces, would that be an innovation?" They replied: "Whether the hijab is one piece or two pieces, there is no harm in that, if it achieves the required lawful covering."
